The US first daughter bowed to pressure following an outcry from ethics experts at her initial plans to serve in a more informal capacity.

Ms Trump, 35, said she had “heard the concerns some have with my advising the president in my personal capacity”.

Her husband, Jared Kushner, is a senior adviser to President Donald Trump.

In a statement, the White House said it was “pleased that Ivanka Trump has chosen to take this step in her unprecedented role as first daughter”.

President Donald Trump, who had just proposed slashing the National Institutes of Health’s budget for next year by 20 percent, suggested an immediate $1.2 billion cut to the agency Tuesday.

The 2017 budget year ends in October. Trump’s plan for this year would mean agency heads will have to move funding from programs that are already under way.

“His focus is on cutting science programs,” Charles Kieffer, Democratic staff director on the Senate Appropriations Committee, told a panel at the Bipartisan Policy Center on Tuesday.

Theresa May has told parliament that she accepts Brexit will carry consequences for the UK, as a letter delivered to Brussels began a two-year countdown to Britain’s departure from the EU.

The prime minister made a speech on triggering article 50 minutes after the European council president, Donald Tusk, confirmed he had received notification. He declared that “the UK has delivered Brexit” nine months after a bruising referendum campaign.

“We understand that there will be consequences for the UK of leaving the EU. We know that we will lose influence over the rules that affect the European economy. We know that UK companies that trade with the EU will have to align with rules agreed by institutions of which we are no longer a part, just as we do in other overseas markets. We accept that,” she said.

A number of MPs congratulated the prime minister on the tone of her letter to Tusk, which stressed Britain’s commitment to the continent as a close friend and ally. But others accused her of issuing a “blatant threat” to withdraw security cooperation if the EU27 fail to deliver on a trade agreement. The letter suggests that the government hopes to roll the separate issues together, claiming no deal will mean WTO rules but also that “our cooperation in the fight against crime and terrorism would be weakened”.

The order represents a clear difference between how Trump and former President Barack Obama view the role the United States plays in combating climate change, and dramatically alters the government’s approach to rising sea levels and temperatures — two impacts of climate change.

A White House official briefed on the plan said Monday the administration believes the government can both “serve the environment and increase energy independence at the same time” by urging the EPA for focus on what the administration believes is its core mission: Clean air and clean water.
